Peter Shin, PhD, MPH is NACHC’s first-ever Chief Science Officer, reinforcing NACHC’s commitment to data-driven solutions.   Dr. Shin provides thought leadership on CHCs’ role in achieving the “Quintuple Aim” – improving health outcomes, enhancing patient experiences, elevating workforce experiences, and lowering costs, and ensuring health care for all. Dr. Shin brings 30 years of academic research and specializes in CHC financing, Medicaid payment models, value-based care, HIT, workforce dynamics, and cost effectiveness studies, having secured tens of millions in government and foundation funding.

Dr. Flowers directs NACHC’s CHC research portfolio and rapidly responds to evolving policy and advocacy needsShe brings expertise in both qualitative and quantitative research methodologies, having worked extensively as a consultant on hundreds of projects for government agencies at the federal, state, and local levels. Her experience highlights the importance of early stakeholder engagement, a deep understanding of the costs of health disparities and a sense of purpose for improving health care for all and access to care.
